New userbars for all mods-admins

I decided to create an example and if you are a mod-admin you may have one just ask me to customize whatever you want Here is my example for luciens

Umm.. They are by S L A Y, not Danno. GJ, you should make them as a group instead of personal ones. And I never got old school before mod lol :'(
