Yes it have to be directed to someone.
You can swear if it is not directed to someone.

You: Go away you fat ****ing poohead.

That kind of thing?
If you do that, it is classed as offensive i guess.

Rule 1: Offensive Language

You are not permitted to use any language that can be seen by others as offensive/racist or obscene in any way. You are allowed to use the odd "swear" words. If you are caught using language to any other player that has offended them in anyway, you will be reported to a Staff Member and will possibly receive a 24 hour mute or ban, depending on the severity of the comments you may have made to the "victim". This rule also covers the offense of spamming. If you are caught typing pointless messages over and over again, no matter what you said you will receive a definite 24 hour mute. Racism in any shape or forum will result in an instant ban from the server. It is not tolerated and will get you a 24 hour ban from the server and you will be on a close surveillance from Moderators/Administrators.

Also, abbreviations such as "fku", "stfu", and "ngr" are still considered offensive, and you'll be muted for using them.

To your question, yes it has to be directed at someone.
