You fish them at the fishing guild with a harpoon. Yes you do need to be premium to get there. Close.

Fishing guild, its level 70 requirement, fishing guild is premium.

Fishing sharks requires a harpoon, level 70 fishing, and premium. You can find the area at the Premium Fishing guild docks.
