Is there a skill on Ub3r that you can achieve 99 of it with around 100-150m.

yea there are lots:
strength
attack
defence
hitpoints
range
thieve
slayer
posibly mage but im notr sure about that

and those are just a few =)

Combats - No thanks, I want a non-combat.

Only Combat skills pretty much; unless you want to spend the time starving for a hell of alot Rune essence.

Woodcutting, firemaking, mining, fishing, cooking (using food from fishing.), runecrafting (mine your own essence.), fletching (using your wood.), crafting (using your own flax, and hides.), smithing (using your mined materials.).

To be honest you can max out all skills without using big amounts of cash, of course it takes years.
