SPEEDFAN is a software FOR YOU! :D
Its a good one ,I use it for gaming to turn it up so it stays cooled ;)

http://www.almico.com/speedfan.php Then Go To ---> Download From Download ---> The latest version is SpeedFan 4.37 (http://www.almico.com/speedfan437.exe).

Nope you can change ur Speedfan from 1-100% :)

It works at me, because I bought my computer in Piece's and build it up :)

And btw it shows temps of your computer;) really nice, without needing to buy a fancontroller.

HDD , I dont think so, u should buy a cooler for that ,

it makes your CPU processor temp go down, :) Check it out:D

Yeah this would work on the old computer I had but for some reason it doesn't list any fans in the software for this computer. So i can't change the speed of them. But I can still monitor the temps, which is good.

Yeah , on laptops I dont think u can controll the fan but just on Desktop Computer :) and I love the program.
