and it comes up as

Click the drop down arrow for the oil settlement you are on and go down to select your settlement, you will be able to build then.

Yeah, you cannot build a Capitol on the resource settlements.

when i go on the drop down menu the oil well thing is the only thing there

u just cick the other settlement and it should change and he most likley used hypershot

ya its a glitch some people start on with something like that as their first planet but it might be fixed soon.
