First you need to get troops, then you press attack and it sends them.

Construct that first, build a barracks, make troops, then you can attack.

You are retarded.

Alright, Mr., I'll guide you through this, since nobody else has been able to.

To attack people:
You need to first build a university, this shouldn't be too hard. Once you have finished the University, click on its name. You will see a list of technologies, the very first one is "Military buildings". Upgrade it.

Once it is done upgrading, you will be able to construct soldiers. Construct as many as you think you need, and go to to the world map. Find the person you want to attack, then click on his settlement. Select attack, then send your soldiers(This will cost fuel!).

To create a new settlement:
If you already have your University, click on it. At the bottom of the technology list, you will see the "Communications" technology. Research it, as it will allow you to create a Mobile Command Center, which is what you need to create a new Settlement.

To create a Mobile Command Center:
You will need a War Factory, and Communications. Going by you having communications, just create a War Factory, then you will see at the bottom "Mobile Command Center" for the small sum of 85,000 Iron and 80,000 Gold.
