My second settlement is glitched, i cannot construct or upgrade anything

All I have is a capital level 1.

You got an oil well. You can not do anything with it, and I'd advise you not to attempt to make any more settlements.

I think the only thing you can get when making a new settlement is an oil well. I got it tons of times and of course you can't build anything on it.

I'm not sure why you can't, but it's an oil well, like seriously. :P

I remember someone telling me that whenever you try and make another settlement, it's an oil well.
