Can someone tell me how to do this? I am working on graphics. I have Photoshop CS4 and i need to know how to smudge in it.

And apparently Adobe Photoshop CS4 isn't yours..
I'm pretty sure you can smudge if you check "Filters" and go to "Distort".
That's what i do for Photoshop CS2.

you use the smudge tool lol.
