Default Report a rule breaker

This section should be set so only thread starters and staff may view threads and modified so the person placing the report starts the thread when using the report button, the section should not increase post count.

The reason for this is because people complain/flame when they get reported.

I think it should just get sent by PM, it would make it a lot easier that way.

This is true but the one problem is then moderators would not know if another had already taken action on a report and it would increase time they have to spend checking reports.

It'd be a problem if they get normal messages on a daily basis. I find it easier if it's just in the section. All you gotta do is take post count off for System Message and everybody else.

If the report is about a section controlled by the other Sectional mods, they should get the messages, because if only Globals and Admins get the messages, Sectional mods won't have much to do here.
